1. Background and context

INOTEK is an innovation and entrepreneurship center based in Cahul, in the south of the Republic of Moldova, with the mission to strengthen local capacities, support entrepreneurship, promote innovation, and contribute to the sustainable development of the region.

As part of the development of the STEM education component in the region, INOTEK is implementing the initiative “Equal opportunities through digital education”, part of the project “BOOST: a memorable extracurricular experience”, financially supported by the European Union and implemented by Terre des hommes Moldova Foundation, in partnership with the Alliance of NGOs active in the field of Child and Family Social Protection (APSCF) and Junior Achievement Moldova.

The project aims to facilitate social inclusion and develop essential digital skills for children and young people aged 7–14 from marginalized communities in southern Moldova, through expanded access to innovative extracurricular programs.

3. Purpose of the procurement

The procurement and delivery of equipment according to lots (tablets, notebooks/laptops, LEGO Education SPIKE Essentials kits, Arduino sets) for use in extracurricular educational activities (programming, robotics, STEM, hands-on projects).

Bidders may submit an offer for one lot, several lots, or all lots.

Quantities will be indicated in the Request for Quotation / offer form (or may be completed by INOTEK in the procurement table). The supplier will include the unit price and total per lot.

LOT 1 – TABLETS (for programming/robotics)

Quantity: 8 units

Minimum technical specifications (mandatory)

1) Processor and memory performance

  • CPU: Octa-core (minimum 4×2.0 GHz + 4×1.8 GHz or equivalent), recent generation
    (e.g., Qualcomm Snapdragon 7xx/8xx, MediaTek Helio/P60+, Apple A-series for iPad)
  • RAM: minimum 6 GB (recommended 8 GB)
  • Internal storage: minimum 128 GB
  • microSD slot: yes, support up to 1 TB (optional, but useful)

2) Display and usability

  • Screen size: 10”–11”
  • Resolution: minimum 1920×1200 px
  • Touch & stylus: active stylus support (if supported by the model; accepted as an option)

3) Operating system

  • Android 11+ or iPadOS 15+ or Windows 11 (for 2-in-1 models), depending on the offer.

  • Wi-Fi 5 (802.11ac) / Wi-Fi 6 (802.11ax)
  • Bluetooth 5.0+

LOT 2 – NOTEBOOKS (laptops for programming/robotics)

Quantity: 8 units

Proposed minimum technical specifications (recommended for ages 7–14, educational use)

  • Processor: Intel Core i5 (11th gen+) or AMD Ryzen 5 (4000 series+) or equivalent (minimum 4 cores / 8 threads)
  • RAM: minimum 16 GB
  • Storage: SSD minimum 512 GB (NVMe recommended)

  • 14”–15.6”
  • Minimum Full HD (1920×1080), anti-glare recommended

Graphics

  • Integrated (Intel Iris Xe / AMD Radeon) or dedicated (accepted).
  • Important: must run smoothly educational applications, browser, IDEs, and robotics tools.

Connectivity and ports

  • Wi-Fi 5/6, Bluetooth 5.0+
  • Minimum: 1×USB-C, 2×USB-A, HDMI, audio jack
  • HD webcam (720p or better)

LOT 3 – LEGO Education SPIKE Essentials Kit

Quantity: 7 units

Minimum specifications (mandatory)

  • Original educational LEGO Education SPIKE Essentials kit
  • Minimum content:
    • Programmable hub (with Bluetooth connectivity)
    • Motors (minimum 2) and sensors (minimum 2 – e.g., distance/color/force, depending on version)
    • LEGO building parts and connecting elements
  • Compatible with the official LEGO Education app (Scratch/Blockly-based) and/or Python extensions (depending on version)
  • Includes connecting cables, organizer box (if part of the standard package)
  • Minimum warranty 12 months (24 months – advantage)

LOT 4 – Arduino Sets (for educational electronics and basic robotics)

Quantity: 10 units

Minimum specifications (mandatory)

Complete educational set suitable for children aged 7–14, for programming and electronics projects.

Main board

  • Original Arduino UNO R3 or 100% compatible (ATmega328P) or another equivalent Arduino educational board (accepted if compatibility is justified)
  • USB connection (cable included)

Minimum components included per set

  • Breadboard + set of jumper wires
  • LEDs, resistors, potentiometer
  • Buzzer
  • Sensors: minimum 3 types (e.g., light, ultrasonic distance, temperature/humidity, or equivalent)
  • Modules/actuators: minimum 1 (e.g., servomotor or DC motor with driver, depending on the set)
  • Buttons, basic components for simple circuits
  • Organizer/case for components (recommended)

Software & guidance

  • Compatible with Arduino IDE (Windows/macOS)
  • (Advantage) educational resources included: worksheets/projects, lesson guide, tutorials (Romanian/English)

Warranty

  • Minimum 12 months (24 months – advantage)

5. General requirements applicable to all lots

  • New, unused products, in original packaging
  • Delivery within the contractually agreed timeframe, to the address indicated by INOTEK
  • Documents upon delivery: invoice, warranty certificate, handover/acceptance report

6. Evaluation criteria

INOTEK will evaluate offers based on:

  1. Technical compliance with the minimum specifications (mandatory)
  2. Price (unit and total price per lot, including delivery)
  3. Warranty and service (duration, conditions, intervention times)
  4. Delivery time

Offers that do not meet the minimum requirements for the offered lot may be disqualified.

7. Instructions for bidders

The offer will include, for each lot offered:

  • Product name / model / manufacturer (and product code)
  • Datasheet / link to specifications (or catalog)
  • Unit and total price in MDL, excluding VAT
  • Delivery time
  • Warranty and service conditions
  • Supplier contact details

8. Deadline and submission method

The extended deadline for submitting bids is: March 21, 2026 4:00 PM local time.
