About Inotek Foundation:

The Inotek Foundation aims to promote the digital economy in southern Moldova by fostering innovation and entrepreneurship through partnerships between the private sector, public institutions, and educational organizations. The Foundation also promotes technology, creative problem-solving, and STEM education, while supporting the establishment and growth of startups, enhancing their capacities, and preparing them for investment.

Inotek actively supports STEM education by promoting an inclusive environment where individuals from all socio-economic backgrounds can acquire digital skills and access diverse learning opportunities. This vision seeks to reduce the gap between labor market demand and workforce skills, while also encouraging girls and women to pursue careers in IT. By supporting entrepreneurs through the provision of resources, mentorship, and networking opportunities, Inotek aims to stimulate investment, create jobs, and contribute to economic prosperity in the southern region of Moldova.

General Framework:

The Inotek Foundation is a non-commercial, non-profit organization established in accordance with the legislation of the Republic of Moldova (registered by the Public Services Agency on November 22, 2023).

Purpose:

The purpose of this request is to identify and subsequently contract a company for the production and delivery of promotional materials, in accordance with the Foundation’s requirements.

Note:

  • Please indicate prices excluding VAT, as the procurement of these goods is VAT-exempt with the right of deduction;

  • The Foundation reserves the right to exclude certain items included in the request for offers if the financial offer exceeds the available budget;

  • Concept development, content adaptation, design, printing, and text will be coordinated with the Foundation’s representatives.

Organizational Aspects:

The contractor shall carry out its activities under the direct supervision of the Foundation. The structure and content of the promotional materials listed above shall be developed in accordance with the Foundation’s requirements. The Foundation reserves the right to contract one or more suppliers.

Requirements for the Financial Offer:

The contractor shall submit a detailed financial offer in the national currency, indicating the unit price and total price for each item, VAT 0%.

Selection Criteria:

  • Bidder’s experience (market presence, loyal clients / references);

  • Competitive pricing, including compliance with the price–quality ratio;

  • Quality of the proposed products.

The offer must include:

  1. Copy of the extract from the State Register of Legal Entities;

  2. Commercial offer including prices and quantities of the products listed in the table;

  3. Portfolio of similar promotional materials previously produced;

  4. Delivery terms and conditions.

Deadline for Submission of Commercial Offers:January 23, 2026, by 16:00 local time.
The extended deadline for submitting bids is: January 29, 2026 3:00 PM local time.
Incomplete offers or offers submitted after the deadline will not be considered.

The commercial offer, marked “Promotional Materials Offer”, shall be sent by email to ahiorescu@inotek.md, with nmocanu@inotek.md in copy, or submitted in person at the Foundation’s office:
