General Framework
Inotek Foundation is a non-commercial, non-profit organization established in accordance with the legislation of the Republic of Moldova and registered with the Public Services Agency on November 22, 2023.
In the upcoming period, Inotek’s mission is to develop the startup ecosystem in the Southern region of the Republic of Moldova through the creation of accelerator programs that address the needs of local founders, contribute to increasing the number of sustainable innovative businesses, and strengthen the entrepreneurial ecosystem by building relevant competencies, providing access to resources, and connecting startups with the market and potential investors.
Purpose
The purpose of this request is to identify and subsequently contract a company that will develop a comprehensive and structured curriculum for the implementation of an acceleration program dedicated to startups within the Inotek Center in Cahul.
The curriculum will guide the development process of participating startups, from business idea validation to investment readiness and scaling, by integrating practical tools, modern learning methodologies, mentorship sessions, and progress monitoring mechanisms.
Technical Assignment
Total duration: up to 8 weeks.
Format: modular, with adapted versions for both online and offline delivery (logistical plans and digital materials included).
Proposed Workshops (additional sessions may be included):
Workshop 1: Idea validation and market research
Workshop 2: Lean business model and Business Model Canvas
Workshop 3: Product strategy, MVP, and rapid prototyping
Workshop 4: Digital marketing and sales strategy
Workshop 5: Startup finance and financial planning
Workshop 6: Pitching, storytelling, and investor readiness
Workshop 7: Legal and tax aspects for entrepreneurs
Workshop 8: Scaling, operations, and team management
In-person / Interactive Sessions (minimum two throughout the program):
Session 1: Business diagnosis and goal setting
Session 2: Hands-on prototyping workshops
Session 3: On-site 1:1 mentoring (individual feedback)
Session 4: Sales training and customer simulations
Session 5: Final pitch practice and Q&A sessions with experts
Demo Day: full organization (format, logistics, guests, jury, agenda, and scenario) for the final presentation of participating teams to investors and partners.
Deliverables
- Detailed curriculum structured by modules and sessions
- Facilitator guide for each workshop/session
- Agenda and lesson plan for each meeting
- Participant materials (digital/printed workbook, presentations)
- Templates: financial model, business plan, pitch deck
- Monitoring and evaluation plan (KPIs, pre/post surveys)
- Logistical plan for both online and offline formats (equipment, recommended platforms, technical requirements)
- Proposed mentors and guest speakers, including defined roles and logistical needs
Methodology: pedagogical description of the approach (interactive methods, practical evaluation, 1:1 mentoring, peer review).
Expected results: a clear set of participant deliverables at the end of the program and defined criteria for awarding certificates.
Application File Must Include
- Company profile and demonstrated experience in developing startup accelerators;
- Copy of the Extract from the State Register of Legal Entities;
- Detailed financial offer with price breakdown;
- Other relevant documents confirming the company’s technical and professional capacity (optional).
Selection Criteria
In selecting and contracting the service provider for the development of the accelerator curriculum, INOTEK Foundation will consider the following:
- Quality of the proposed curriculum and relevance of workshops
- Team experience and portfolio of similar projects
- Pricing and clarity of cost breakdown
- Methodology and impact measurement approach
- Capacity to deliver in a hybrid format (online/offline) within the established timeline
Deadline for submission of commercial offers: February 28, 2026, 16:00 local time.
The extended deadline for submitting bids is: March 6, 2026 4:00 PM local time.
