About Inotek Foundation:

The Inotek Foundation aims to promote the digital economy in southern Moldova by fostering innovation and entrepreneurship through partnerships between the private sector, public institutions, and educational organizations. The Foundation also promotes technology, creative problem-solving, and STEM education, while supporting the establishment and growth of startups, enhancing their capacities, and preparing them for investment.

Inotek actively supports STEM education by promoting an inclusive environment where individuals from all socio-economic backgrounds can acquire digital skills and access diverse learning opportunities. This vision seeks to reduce the gap between labor market demand and workforce skills, while also encouraging girls and women to pursue careers in IT. By supporting entrepreneurs through the provision of resources, mentorship, and networking opportunities, Inotek aims to stimulate investment, create jobs, and contribute to economic prosperity in the southern region of Moldova.

General Framework:

The Inotek Foundation is a non-commercial, non-profit organization established in accordance with the legislation of the Republic of Moldova (registered by the Public Services Agency on November 22, 2023).

Purpose:

The purpose of this call is to identify and subsequently contract a company that will provide catering services for events organized at the Inotek Center, Cahul Municipality, 1 Independence Square Street, for activities carried out throughout the year 2026.

Terms of Reference:

The selected company shall provide the following services according to the table below
(please use this table when preparing the financial offer).

Please indicate prices excluding VAT, as these goods/services are VAT-exempt with the right of deduction.

Organizational Aspects:

  • The selected company will work in close cooperation with the designated representative of the Foundation to coordinate logistical aspects;

  • The Foundation reserves the right to exclude certain categories of goods/services included in the request for offers.

Eligibility Criteria:

  • company providing public catering services and holding all relevant authorizations and certificates;

  • delivery services available;

  • availability of appropriate equipment for transportation and storage of food under proper conditions (packaging, temperature control, etc.).

Selection Criteria:

  • variety and composition of the proposed menu;

  • competitive pricing and compliance with the price–quality ratio;

  • proven experience in the field.

The application file must mandatorily include:

  1. A short company profile and portfolio, including confirmation of compliance with the eligibility criteria;

  2. Financial offer according to the table above, including a detailed menu;

  3. Copy of the extract from the State Register of Legal Entities.

Requirements for the Financial Offer:

Companies shall submit a detailed financial offer in the national currency, indicating the unit price and total price excluding VAT, as these goods/services are VAT-exempt with the right of deduction.

Deadline for Submission of Commercial Offers:January 23, 2026, by 16:00 local time.
The extended deadline for submitting bids is: January 29, 2026 3:00 PM local time.
Incomplete offers or offers submitted after the deadline will not be considered.

The commercial offer, marked “Catering”, shall be sent by email to ahiorescu@inotek.md, with nmocanu@inotek.md in copy, or submitted in person at the Foundation’s office:
