CALL FOR PROPOSALS for selecting passenger transport service providers
The purpose of this request for commercial offers is to identify and contract, for the year 2025, one or more companies to provide passenger transport services within the territory of the Republic of Moldova.
About the Inotek Foundation:
The Inotek Foundation aims to promote the digital economy in southern Moldova by fostering innovation and entrepreneurship through partnerships between the private sector, public institutions, and educational organizations. It also promotes technology, creative problem-solving, and STEM education while supporting the establishment and growth of startups by enhancing their capabilities and preparing them for investment.
Inotek actively supports STEM education, fostering an inclusive environment where individuals from all socio-economic backgrounds can acquire digital skills and access diverse learning opportunities. This vision seeks to bridge the gap between labor market demand and workforce skills, encouraging girls and women to embrace IT careers.
By supporting entrepreneurs with resources, mentorship, and networking opportunities, Inotek aims to stimulate investments, create jobs, and contribute to the economic prosperity of southern Moldova.
General Framework:
The Inotek Foundation is a non-commercial, non-profit organization established in accordance with the legislation of the Republic of Moldova (registered by the Public Services Agency on November 22, 2023).
According to the Foundation's activity plan for 2025, a series of events requiring the transportation of employees/a group of individuals across the Republic of Moldova is planned. The number of passengers transported may vary from 1 to 20.
Purpose:
The purpose of this request for commercial offers is to identify and contract, for the year 2025, one or more companies to provide passenger transport services within the territory of the Republic of Moldova.
Technical Requirements:

Application Package Must Include:
- Company description, experience in the field, available vehicles, etc.;
- Copy of the registration certificate;
- Copy of the passenger transport license;
- Financial offer including price details and calculation methodology.
Company Selection Criteria:
When selecting and subsequently contracting the company for 2025 as the Foundation's primary passenger transport service provider, the following aspects will be considered:
- Experience of the candidate company (market presence, loyal clients/references);
- Availability of experienced drivers, including knowledge of the regions, for the entire passenger transportation period;
- Price offer excluding VAT;
- Advantages of signing a one-year contract between the Foundation and the Company.
Deadline for submitting commercial offers: January 28, 2025, 4:00 PM local time. Incomplete or late submissions will not be considered.
